No Child Left Behind, accountability standards, annual yearly progress are education buzzwords, but they are phases created by Washington, not by classroom teachers and campus educators and not even by superintendents. They are words that denote the involvement of the federal government in education. Nor is Washington alone in mandating and setting down rules for local schools and districts; Austin doesn't shy away from setting school calendars and curriculum requirements. |
